[R-390] R-390A trouble

There is a black beauty capacitor .033 mfd underneath the RF deck  (C275).
connected from pin 7 of S208 rear to ground.    It filters the 150V line to
the 1st crystal oscillator (17 mhz). which is switched on by S208 only when
operating between .5 and 8 mhz.  If it was open, could some RF energy get
coupled back through the 150 volt lines?   Some restoration notes have
recommended replacing it as a standard procedure, since these old style caps.
