[R-390] Dead R390A

Check and see if the ballast tube is getting warm, V505 on the IF deck and
the PTO tube filaments are lighting up. If not, the ballast tube is open and its
time to replace it with solid state like I did Les' radio.
If not, take a scope an start by checking the outputs of the various oscillators.
They should all beat at least 2V p-p.
