[R-390] Problem, Noise Limiter, R-390A

As the noise limiter control is turned from "off" to "1" there is no change
in the audio, but past "1" to "2" there is a brief pause then the audio
disappears.  There isn't any change from there to fully clockwise.  The
process is reversed as the control is moved back to "off".

There isn't much RF noise here but I'd like to get it working.  Before
tearing into the radio does anyone have a suggestion on where to look?
