Yes, if you stick a small screw driver between the teeth
and twist, you will see it moving slightly.  BUT just
because you can move the 2 with a screwdriver or other
object does NOT mean the gears are working properly.
The gears rely on the small springs to apply enough pressure
to remove backlash and any burrs may be just enough
to prevent this from happening.  Joe is right, the only way
to know if these gears are operating properly is to remove
them and spin one half against the other.  Then assemble
with gears re-loaded.  Movement alone does not assure
proper operation.
