[R-390] BallasTubes (was inrush current limiters)

The 3TF7 only glows for a second as it warms up ( and barely perceptible at
that) Orange diodes are overkill.  ( Sorry' I couldn't resist. This thread
has always been an interesting one though!)                   Merry
