[R-390] Surplus Equipment

Wow,  You are out of the loop.

The DRMO was the department that was responsible for
processing our radios when they were surplussed out of
the military.  It stands for Defense Re-utilisation
and Marketing Operations.

The Demil Q list is to keep track of items that can be
sold to US citizens but they like to keep track of
where it goes after that.  It also establishes a list
of countries that these items CAN'T be sold to.

DLA, I'm not sure of but is probably related.
