John,

Have you checked the tubes?  Surely someone in P.C. has a checker.  It might save you some trouble.  I'm not sure if this could be the problem, but I would think a very weak tube somewhere in the RF section could produce the symptoms you describe.  Of course, there are many other things that could do it too (problems with the AGC, etc.), but after a rebuild, I would look at the tubes before taking it somewhere.
