[R-390] Tantalum or not Tantalum

Tantalum caps are a type of electrolytic.  Replacement with a regular 
electrolytic is OK.  Or as I did in my 390a I left it out.  This produces a 
bit of local feedback and reduces distortion.  The gain loss isn't noticable.
