The motors (there are two) can gum up.  Do the panel lights dim slightly when you go off 3MHz?
If not, they may still be stuck, but you also have an electrical continuity problem.  The relays (there are two or more, check the schematics) can also stick.  With motors silent at present, you should hear one or more clicks (separated in space not time) when you go off 3MHz.  If you don't, see if the relay coils get voltage when you go off 3MHz.  If you don't, see if the code switch contacts (in the modules and behind the front panel) are making.

That's very condensed, but as you study the manual it should gradually make sense.

I am a new member to this group.

I just picked up a very nice R-1051B receiver at a garage sale. It works
great on the 3 MHz band, but nowhere  else. I think the  motor that turns
the Megacycle turret is not working. I don't hear anything like a motor or
the turret turning   when I change frequencies. Does anyone have any
