[R-1051] URC35 question

I hope this is an appropriate question for this list, I have an AN/URC35A that seems to work OK but I am puzzled about this: When transmitting, the dial lamps and power indicator dim excessively on modulation peaks (ssb mode).  I am wondering if this is normal or if I have a sagging problem in the power supply. Upon opening the power supply I found C15 & c16 burned to a crisp, one floating around inside the module.Replacing these made NO difference. I recapped the entire power supply including the 13,000uf cap in the main AC supply to no avail. The other symptom is reading only 60 watts peak at the output. I have made several DX contacts with this radio and get glowing reports on my audio.  I almost hate to go further  and make it worse. Any ideas?? Thanks in advance for all of your help!! Ross W1EKG
