[R-1051] Why RATT?

In the Plain and probably through the C, FSK mode was just like USB except short AGC time constant instead of long.  Starting with the D, the AGC time constant was explicitly selected by a new front-panel switch, OFF/SHORT/LONG.  (This required a new IF module, since the old ones couldn't disable AGC.)  At that point, FSK was relabeled RATT.  My study of the H schematics turns up _absolutely no difference_ between RATT and USB.  It seems like an anachronism, retained only to keep the operating procedures compatible.  What do you think?
