[R-1051] list quiet???

Well its an awful lot like a RT618 as I recall. Uses the same modules as the
1051 and other variants but is a full tranciever. It puts out about 250 mw
and does not do independent sideband. As I recall slightly different tubes
in the output also.
I don't know why I seem to recall maybe a coast guard or air force variant.
But since its grey will believe CG.
