[R-1051] Frequency standard module

The frequency standard in the R-1051 is super stable and this is one of
the special values of the set. I understand not wanting to leave the whole
thing run 24/7 due to age, but a nice mod would be to compromise and have
just the oven circuit and perhaps oscillator power run all the time.
Perhaps this could be done without much surgery. It is a standard trick
used in test equipment.
