Here's the e-mail I got today from ON4RU:

Hi Derek ! 
I was pretty sure you will put a such question ! In fact, Toly, 
a friend of mine, for which I'm acting as QSL manager, was on the 
same frequency as me. I know that he's still waiting for a 9V1 
confirmation for his DXCC. During my short QSO with James I asked 
him to pay attention  to the little signals from Georgia 4L1 and 
such a way, Toly got his QSO with James. I'm member of FOC, like 
James, and that's the explanation for why he accepted immediately 
to stop a little bit the pile-up and to give a report to him.
