Elan - you will get lots of responses from folks that are willing to take
this chore on and I will add my name to the group.  I do qsl manager duty
for XE1UN and enjoy it.  he provides qsl cards (this is negotiable) as drop
shipment from the printer and sends me logs once a month in electronic form.
I take care of the rest.  once in a while I would expect to ship received
cards to Yuri but have not done so.

I can alos take care of LOTW.  some work on your end but I have done my part
and know the procedure.

XE is not real rare nor is 4X so the demand will be moderate but not like,
say. 3B9FR.  every two or three months I send a package to ARRL outgoing qsl
bureau at my expense.  this includes my own outgoing cards as I am an active
dx'r.

I have a separate computer that I use for this project, adequate workspace,
a fast internet connection, and spare time.  also I ensure that anybody who
sends in a qsl gets one back no matter whether or not they send SASE or
postage.
