The last postage increase included a change where any weight is permissable in a M-bag (up to the max, which I think is country dependent, but 44 or 66 pounds generally).  However, the minimum is no longer 11 pounds.  You can use them to ship QSL cards...as printed matter....the 'break even' for using M bags is generally anything OVER 4 pounds.  4 or less is generally cheaper via surface parcel post
