Hi Scott!

I've shipped books for a high school in Sri Lanka several times via =
M-bag.  The M-bag is for printed matter only (the registration is most =
likely for publishers or mailers of periodicals -- they get a lower rate =
yet.)  As I said, I sent books and old QST's to 4S7, however, I would =
think that QSL cards might qualify as "printed matter." =20

The post office has an M-bag form (Tag 158 - M-Bag Addressee Tag) and =
they would supply the mail bag that you put the box into.  Minimum =
weight is 11 lbs, Max is 66 according to the International Mail Manual I =
have here.  Your post office could check their mail manual for the exact =
details.

The only ticklish point might be whether the cards qualify as printed =
material or whether the post office would class them like a postcard or =
letter.

All the things I sent via M-bag arrived safely, and that's something for =
a country like Sri Lanka where mail theft is rampant!  Let me know if =

  I'd like to use the M-Bag rate to ship some hefty
  boxes of cards to overseas bureaus.  Can anyone help
  me with the procedure?  Looking at the PS3651M postal
  form on-line seems to indicate that one has to be an
  authorized user to take advantage of the lower rates.
