Hi Gentlemen,
Thank you for your responses.
Don N1DG summarizes it best with his response.
SASE is the norm for all stateside managers EXCEPT for DXpedition and
some RARE DX stations.

Hello, Claude -

I think that receiving SASE from Stateside folks is
the standard that you will see most. I notice lately that
there are more guys sending a little extra along with
cards, but I don't expect it.

More and more DX stations are also sending SASEs
instead of the previously more common $ or IRC. That
will certainly mean that outgoing bureau shipments will
become less and less possible for us US managers as
there is less money left to finance the incredible price
that the ARRL is asking now.

    You WON'T get rich!

How about the NON DX stations with a QSL Mgr? Like the radio club on a
historic ship. With a very clear message on the QRZ.COM "want QSL, send
SASE" but about 10% still send a postcard or put their card in an
envelope
with no SASE. The ship is run by a non profit foundation that barely
makes
enough to cover the costs. I not only QSL Mgr but designed and printed
the
color photo cards (since I served in the same type Ship), but I not
inclined
to also pay their postage.

With the EXCEPTION of low income DX and "My daddy took me to see...when
I
was 6 etc" or "I served in the USS xx back in". etc types. I'll pay
their
costs.
