Hi Gary, I have a very simple rule....
If you request direct, and I answer direct, I do not send a bureau card
after the direct response has been issued, unless it's very clear that the
direct didn't find it's way back.....and the amateur doesn't want to redo
the SASE (very rare that this happens!)
If you request via bureau, either email, via paper, whatever, I honor the
first request....once sent via the bureau, that's the ONLY bureau card I
send (unless it is very clear, in terms of time, that it never found it's
way there...again, very rare!).
I think what often happens is the ham requests via email, and then sends a
bureau card partially in case the email never made it, or as a courtesy.
Once I send a bureau card, if a ham asks for a second DIRECT, of course I
respond.
