To All Officers of QCWA Chapters:
It has come to attention of the QCWA Board of Directors thatsome Chapters are violating the terms of the QCWA Bylaws. It is irrelevant whether this is happening knowinglyor not, but local practices that are not in concert with the Bylaws must bediscontinued immediately.
I draw your attention to Article VIII, Sections 2(a) and2(h) of the QCWA Bylaws, reproduced below:
Section 2. The requirement for a chapter shall be as follows:
(a) Each chapter member must be a member in good standingof the Quarter Century Wireless Association, Inc. Chapters are forbidden tooffer Life Membership to anyone not already a Life Member of the QuarterCentury Wireless Association, Inc.
(h) Chapters which fail to comply with all the aboverequirements may have their charters suspended or withdrawn. Such chapters maybe reinstated upon application indicating they can again meet the requirementsof this article.
Every member of a local Chapter MUST be a paid-up member ofQCWA and have a unique QCWA number that is issued by the parentorganization. There are no exceptions.Recently we have had Chapters with supposed members that have not paid dues formany years. In one case, it was a long-timeNCS. In another, it was a “new” memberwho did not realize he had to be a member of QCWA National. In yet another, we had a Chapter offeringLife Membership to individuals that were not Life Members of QCWA National. These practices end now.
Enforcing these rules is the responsibility of ChapterOfficers. Each prospective new member shouldbe informed that they need to join QCWA National BEFORE they can be a member ofa local Chapter. Chapters may not offerLife Memberships to non-QCWA Life Members. If you have an individual that is contributingto your Chapter, he/she must be a paid-up member.
Remember that local Chapters exist because of Article VIII, Section2, which authorizes them. The penaltyfor non-compliance with Article VIII is stated in Section 2(h): Charters may be revoked due to violation ofthe Bylaws.
