[QCWA Hotlist] Family Membership Question

In my readings, I have come across an interesting question.  Does a Family member pay any dues?
QCWA By-Laws, Article I, Section 1 (C) establishes a Family Membership.
Article I, Section 2 (C) defines the Family Membership as:

1. Family Membership may be granted upon request to an eligible family member living at
the same address and paying dues in accordance with Article II. The full dues paying
member whose relationship establishes eligibility for Family Membership shall be
referred to hereinafter as a “Primary Member”.
2. Family Members shall hold full rights and privileges of membership.

Article II Section 1 establishes dues as being published in each issue of the QCWA Journal.
The QCWA Journal does not mention any dues for Family Members.
Since I see no fees set for Family Membership, I am assuming the there is not any.
Am I correct?
