[QCWA Hotlist] PayPal Surcharges

Hello everyone,

As chapter officers, I would like to ask for your assistance.

On at least one occasion, we have found that an extra dollar has been 
added to the credit card for a PayPal transaction to pay for a membership.

To explain a bit, when one joins, it says that they pay $25 for a one 
year membership.  It is processed as if $25 was paid, with about $1 
being taken out for PayPal fees, so that we get about $24.  That part 
is OK.

The problem is that the members credit card is charged $26 -- not just 
$25.  We know this has happened once, as it was brought to our attention.

The question that I have is simply if this has happened to anyone 
else.  Is it an isolated case, or is it normal procedure?  We need to 
know, as we need to tell people that there is a $1 transaction charge 
if they use PayPal, if this is in fact the case.

Trying to get info is hard, as PayPal says it is a bank fee, and the 
bank says it is a PayPal fee.  So we don't know.

Any input you have would be very much appreciated.
