TO ALL QCWA CHAPTERS OFFICERS
Nearly two-decades have passed since the landmark FCC decision ruled in our favor with its PRB-1, Federal Pre-emption of State and Local Regulations Pertaining to Amateur Radio Facilities.
In reaching its decision, the FCC relied heavily upon our rules, particularly Section 97.1:
"We recognize the amateur radio service as a voluntary, noncommercial communication service, particularly with respect to providing emergency communications. Moreover, the amateur radio service provides a reservoir of trained operators, technicians and electronic experts who can be called on in times of national or local emergencies. By its nature, the Amateur Radio Service also provides the opportunity for individual operators to further international goodwill."
"Upon weighing these interests, we believe a limited preemption policy is warranted. State and local regulations that operate to preclude amateur communications in their communities are in direct conflict with federal objectives and must be preempted."
So, what have we done lately to earn that recognition? Get moving and submit your nomination for that member of your Chapter who best responded to the challenges of Section 97.1 during 2004. There will be five Presidential Honor Awards. Nominations close June 1, 2005.
Which member of your Chapter did some outstanding work last year in helping provide emergency communications? Submit your nomination for that member to be considered for our 2004 Presidential Honor Award for service to the public as a voluntary noncommercial communication service, particularly with respect to providing emergency communications.
Which member of your Chapter is the experimenter that did some important new work? Submit your nomination for that member to be considered for our 2004 Presidential Honor Award for continuing and extending the amateur operator's proven ability to contribute to the advancement of the radio art.
Which member of your Chapter served as an instructor for those persons who want to learn more about radio and upgrade their class of operator license? Submit your nomination for that member to be considered for our 2004 Presidential Honor Award for advancing skills in both the communication and technical phases of the radio arts.
Which member of your Chapter is your superstar when it comes to preparing and administering our license examinations? Submit your nomination for that member to be considered for our 2004 Presidential Honor Award for expanding the existing reservoir within our amateur service of trained operators, technicians and electronic experts.
Which one among the DX-inclined members of your Chapter did the most to enhance international goodwill last year? Submit your nomination for that member to be considered for our 2004 Presidential Honor Award for continuing and extending the amateur operator's unique ability to enhance international goodwill.
