If you're considering upgrading, are within 90 days of your license expiring, or applying for a vanity call, you have until April 19 to get it in the hands of the FCC without a fee. After that, a $35 fee will apply. More details will be announced as they become available. Right now, the intent is to collect the fee within the ULS payment system. We knew this would happen - we'll have had 15 months since this was announced, so it should not be a surprise.
