Mickey,
There is a group of us in the ARRL RFSC who are tackling a thorny problem
regarding compliance, especially for VHF/UHF handhelds, involving Specific
Absorption Rate (SAR) determinations - a measurement from which we were
previously exempt.
SAR is a measure of how much energy is deposited internally into a human body,
as compared with MPE (maximum permissible exposure, externally to the body).
The standards have not changed; the "new rules" simply eliminate the ham
exemptions.
We are working with the FCC and also the RSGB in GB on this problem.
Those calculators that you mentioned are useful at distances, but do not deal
with the pesky SAR cases. They deal only with a simplified MPE compliance.
More details will be revealed as we progress, and the ARRL web pages will
be
updated.
Meanwhile, do everything as before.
