Yes, and not every one chose to upgrade their license class until
either 2000 (5 WPM) or 2006 (No WPM).

For example, "Coded Techs" some of which could have been licensed
as early as 1951, could upgrade to General and gain access to the HF
bands in 2000. Of course "codeless Techs" could do the same in 2006
but since that class of license started in 1990. They'll have to wait
another three years before they've been "at it" long enough to qualify
for the QCWA.
