While not a direct substitute for IRC's, I have been using Global QSL
Service to send DX QSL's it's much cheaper and fairly easy to use. Check out

I do not chase a lot of QSL's but when I receive them from the bureau, I
return them via Global QSL's 100 cards for $13.50. I cannot QSL domestically
for that price.
