Hmmm, other than sharing similar callsigns, I see some potential behind this suggestion. There may be more to Bob's suggestion than plain humor.  "wanna bee" or "wanna belong" coupled with some lesser membership privileges sounds interesting.  

Kinda like CUB Scouts vs. BOY Scouts, you accept them as (future) members at some fraternal level; we are like a fraternity, aren't we?  It's a non-alienating approach to extend our hand (ELMERing comes to mind).  We'd all know the attendant benefits associated with this "introductory" level of membership (e.g. One would be...YOU GET ALL MATERIALS ELECTRONICALLY).

I dunno, it's an idea....
