I am curious to know on what basis PDF conversion of the Journal was deemed 
"not economically viable."  What it based on the presumption of switching to 
a completely digital format?  As others have made clear in this thread, that 
is not what is being proposed now.

The costs involved in creating a PDF for the Journal are one-time capital 
expenditures to purchase ADOBE PDF MAKER and OCR software if the conversion 
is being made from a printed copy.  If not, then direct conversion from 
pre-press digital to PDF should only require a software investment.  Another 
"cost" would be the time spent to make the actual conversion and send out 
the emails, which should be far less than the current amounts paid for 
postage to send paper Journals to foreign chapters.

What am I missing?
