[QCWA] re to Quarter Century or Not

Why not keep full membership at 25 years but invite Other hams of less  
than 25 years  to join as associate with special membership for  
newcomers needing mentors. I'm for  almost anything that will build  
ham radio and QCWA.   73   W2GAS.
