Can somebody PLEASE explain this to me?

1. "I don't want any NEW hams because they're not REAL hams."
2. "I think we should have associate members who haven't been licensed 
25 years."

And a related comparison, from someone else:

1. "The new hams didn't have to work for their license."
2. "Lets drop the 25 years to 5 years for people too old to live another 
25 years."
