And Amateur Radio is somehow different from society?

Our public school system changed over from essay type questions
to multiple choice decades ago. The teachers don't have the time
to read (and decypher) essay questions. They barely have the time
not to lay a key over the answer sheet and make sure most of the
boxes are filled in corectly.

The FCC has done no better with the cuts in funding over the years.
As an example, you'll note that testing is done by the VEC and not
by the commission anymore.  And I don't hear the VEC's screaming
that they want essay type answers and hand drawn schematics or
built pieces of equipment before issuing a license.
