This concept is a zoo waiting to happen. The term discipline never 
worked on 11 meters with high powered pirates all over the place, 
coupled with wild west attitudes.  A panicked public doesn't need an 
iffy situation when effective communications is required.
FRS has a place in augmenting amateur radio activities for very 
limited short range applications, inside shelters and such. Otherwise 
it is foolish to depend of this "system" when reliability is called for.
