[QCWA] CW Speed test.

I got my novice license when I was in USCG Radioman School in Petaluma, CA.
Back then, military officers were allowed to administer tests.
Unfortunately being in the service allowed little time or $ to play amateur
radio, so I lapsed from the hobby for many years. What amazes me is that
after about 20 years, I went to take my novice again, and passed the CW test
at 20wpm... guess it is like riding a bicycle... :o)
