He has already mentioned previously, and no one seems to be picking up 
on it, that he uses an very old computer which is not able to run 
software which will do many things now on websites, or he would have 
already done it on the FCC's site.

Though I would think there should be another ham local who could do it 
for him given all pertainent information.
