[QCWA] Is APRS legal? QCWA President says NO!

Good Evening,

The issue has been broached with the author and presented to the QCWA Board 
of Directors and now to the reflector.

I've exchanged e-mails with John, W3BE.  At this point it's up to him as to 
how he wants to proceed with this situation.  I know what I'd do but,  John 
is not me.

If you feel the need to continue discussion,  please send your e-mails 
directly to the individuals involved.

There has been also been a concern raised that this may reflect poorly on 
QCWA if some think this is an Official QCWA position.  This will be covered 
in the future with the inclusion of a disclaimer in the Journal stating 
something to the effect, "The views of an author do not necessarily 
represent those of the members or of the Board of Directors of QCWA.   A 
disclaimer like this use to be present but was lost, I believe, in the 
transition from one editor to another.
