[QCWA] updated photo album on Charles Concannon, K4RQ, SK

I've updated the photo album on Con that appears on Chapter 91's 
website to show that he is now a Silent Key:

Later, I plan to add photos from the services for him at Arlington 
National Cemetery, which are to be held on April 18.
