[QCWA] Info on WN6OCT

According to the Fall 1965 callbook, there is no WN6OCT listed.....  but,
there are additional WN6 calls listed before and after the "OCT" listing,
so it appears that the owner upgraded before this date.

WB6OCT is a Jay Moore from Compton.
