If you're testing old wax paper caps, you just replace ALL of them.
If you're actually testing capacitors for leakage (and or power factor
on electrolytics) a Sprague TeleOhmic TO-6 is an excellent tester.
(Expect to pay between $100-150 on eBay for one.)
Lastly, if you're doing any work on modern equipment, especially
those with switching power supplies, a Dick Smith ESR tester is
the tool to have.
On the other hand, if you're just putting together a collection, the
Heath and Eico "Magic Eye" testers are perfect.
