Yes that is correct. I was licensed in early 1960 and received KN5FNQ. It
was a reissued call sign. From my memory the FCC, when it ran out of
original w by 3 and k by 3 call signs went back through the list for, at
least, one pass. I also seem to remember this was just for the K by 3 call
signs and not the w by 3 call signs. Once they made one (or maybe two)
passes through this system they went to WN# by 3 which, upon upgrade after
the limited one year, non renewable novice license changed to a WA# by 3
call sign. I also remember some WV# call signs and probably have some old
QSL cards. That was probably for the 2's and 6's. The rest is history.
I retreaded in the 1970's and, for a price, was able to secure my
original call. Glad I did as it is a fun cw call sign.

And on another point, am I remembering correctly that in this timeframe,

And to even muddy the waters a little further, does anyone remember working
the WV2xxx block of calls. I'm pretty sure they were used when they first
ran out of WN2xxx. What did those upgrade to, WB2xxx?

The novice license was good for one year. I believe in addition to WN1
there were also some KN1's
