Maybe the guy selling them knew that they were wrong and maybe the
manufacturer also found out and the 2 struck a helluva deal.  The maker
gets rid of the clocks and the seller makes a profit.

I went to a hamfest recently and passed by one vendor's table where
24-hour clocks were on 
display and could hardly believe what I saw: dial type wall clocks where
the top numerals 
were "24" instead of "00." You would think that anyone in the clock
manufacturing business 
would know that is not right before they went into production on a batch
of clocks. You 
would also think that buyers would know, too, but they were being sold!
