[Qcwa] Screened Mail

The mail that comes through the reflector is not moderated. It will get 
striped of any attachments and the server will kill known spam.  The main 
reason that it gets held up is people sending mail from an email address 
other than the one used to subscribe or sending in HTML format. It is held 
until I get home and check my mail. I have a day job so it is often late in 
the day or the next morning before I have a chance to fix it.

I will allow it to go through if QCWA related radio related or if I think 
it's funny or interesting!!
