[Qcwa] Address Label

Thanks for the eagle eyes out there. I did not get to see any of the 
Journals with their labels. It appears that the mailer, once again, fouled 
up the label. They have printed only the first two digits of the year, 
rather than four digits for the year. It is easy to do when they lay this out.
