Hi Bill,

QCWA maintains a complete library of the Callbook and Department of 
Commerce's listing (from the early teens) of radio stations.  I think 
QCWA's Headquarters has had to stop answering queries about when people 
were first licensed and when they may have up graded.  The requests got to 
be so time consuming that member services would be effected.  All of the 
material we maintain requires a hand search.  As far as I know there is NO 
source for a computer data base for us to use (sure would like to have one!).

If you have it available, QCWA will ask you for proof of the date you were 
first licensed (logbook page copy, QSL card, copy of first 
license).  Otherwise how do we verify - when you send in your application 
for membership, you provide your original call sign and estimated date of 
first license and we research our library.  That will require one of the 
two people at HQ to look in the Callbooks to determine if you are qualified 
to become a member.  If you are, welcome to the Association, if not, your 
money would be refunded.  QCWA membership only requires that you tell us 
the year you were first licensed.  If you were licensed anytime in 1979, 
you are eligible for membership on January 1, 2004.  The only difficulty in 
using the Callbooks comes if you were licensed in late 1979, you may not 
appear in the Callbook before 1980.  That is why we ask for some sort of 
proof of the date if you have it.
