Hello Ed,

Maybe you missed the details of the message that Bob sent.  I will repeat
a small part of it for you.

  "This message was posted to the CW Reflector and is being forwarded to
The QCWA Reflector with Andrew's permission.  Responses to this
reflector will not be seen by Andrew."

As you can see the position paper has nothing to do with QCWA.  Bob
just thought it was well done.

What do you think about keeping the CW test requirement?  As a Director
of QCWA what is my organizations position?
