Keep a requirement for CW - no.  It serves no useful purpose for the 
justification for a license.

Keep CW or other specialty sub-bands - yes.  It makes a certain amount 
of sense to keep CW interference, if you will, out of the voice 
sub-bands, and so on.

Recruiting CW ops - I had a couple of hams who had never made a CW 
contact sit in with me at Field Day on the CW station.  They left saying 
that they had to give this a try.  After seeing it done for a while, 
they decided that they could do it, too.  Maybe some of it sticks.
