[QCWA] code requirement

Ron  ----   You need to listen to 75 meters.  It sounds like a CB band and
those hams had to pass a CW test.  In fact it was that way before the
requirement was reduced to 5wpm.  This would indicate that the CW
requirement does not provide the FILTERING of licenses that some argue it
does.
