This is not exactly a QCWA type question but then again maybe it
might reach some "ex" fcc types that know the answer.
Its my understanding that TV stations, as well as Radio Bcst
stns licenses are issued on the basis of "Public service" and have
certain minimun requirements that must be met in order to retain
their licenses to stay on the air! We have several stations
(TV) that have a miserable record of "off the air" time each year.
They give very little info as to why they were off the air and
appear to be oblivious to the fact that they are not serving
anybody when not on the air. I have even seen in the past
an Insertion in their BCST's a msg saying they are required
to furnish info to the public once a year and suggest that any
complaints or suggestions for improvement be sent in written
format to the FCC in Washn D.C. The worst offenders in this
regard however never go down on their CABLE outlet which continues
perfectly normal. I think their license depends on what they do
"on the air" not via cable feeds!
