Hi Ken,

If Dave were licensed anytime in 1978(1979 after Jan 1) or before he's eligible
to join QCWA now.

Jim will verify in his callbooks when the application shows up.  If Dave
qualifies
Jim will process the application, otherwise his money will be returned.

     There is a Dave Voss, WB9USI, in the 1978 edition of Radio Amateur Callbook, Volume 56, Number 1, if that satisfies your needs.
