[Qcwa] CW requirement

Think about this.   Hams have always been a great asset to the country.
Their achievements were highly regarded by the Military during ww1 and
WW2 as well as the others since the inception of radio occurred.
They were highly valued for their tech ability and operating skills
and rightly so.    The SIG CORPS schools could only produce so much
in a very short time so inducted hams filled a temporary void.
All skills  CW/Technology/ etc were part of it.  They are one of the
few hobbies to be regulated by a federal agency.   Even the guy
who flew a kite and got an exciting shot out of it was'nt involved
with regulatory matters at the time, but he was a ham in his own right
even so.    Think about the night stealth fighter pilot downed in
Yugoslavia at beginning of that conflict who was rescued in the dark
of night.    A form of CW did it.   Keying the mikebutton on and off
in a way they could zero in on his location.
